Source ledger / provenance before decoration

A citation is a route back to the record.

This ledger identifies the records cited across the publication. It gives every reader a route from an assertion back to its institutional, legal, archival, or empirical base.

Institutional records are strongest for their own acts, rules, and documents.

They are not automatically independent evidence of their effects.

A citation proves only what it contains.

Authorship, purpose, scope, and method determine what a record can establish. An institution may be authoritative about its own acts without being an independent judge of their consequences.
